Heathrow’s plan for a new 3,500-metre runway will be privately financed and paid for through increased airline costs and will involve rerouting one section of the M25 motorway. The other proposal,
submitted by the firm owned by hotel tycoon Surinder Arora, was recommending a runway just 2,800 metres in length, which would supposedly reduce risk and avoid spiralling costs.
